Operational Audits and Management Support
(with partial summary of results)



Lauderdale Lakes:
     Reviewed the form of government and recommended changing the city manager form of
     government.
     Assisted a citizen's advisory committee in developing the language necessary to
     amend the city charter to effectuate the change. Our proposal passed in a city-wide
     referendum 80% to 20%.

Nova Southeaster University:
     Reviewed methodology utilized to allocate its central administrative costs among its
     educational departments.
     Found that while by and large that methodology was sound, he recommended a number
     of improvements in it.

Palm Beach County Water Utilities:
     Conducted a review of the disposition of impact fee waivers granted to Utility Development
     Company by the County's Water Utilities and Utility Development Corporation (UDC) to
     determine how many of the 29,405 waivers granted to UDC in the late 1970's and early
     1980's had been utilized by 1998. The work found 29,402 waivers and saved the County
     as much as $20,000,000.

City of Stuart, Martin County:
     Reviewed Motor Vehicle Maintenance Operations resulted in recommendations to introduce
     state-of-the-art business practices.

Martin County:
     Conducted a review of the Water and Sewer Utility Customer Service and Billing functions.
     The effort resulted inrecommendations to improve technology, redesign work flows and a
     temporary increase in staffing.

Village of Wellington, Palm Beach County:
     Served as interim manager during the start-up of the new city.

City of Tamarac, Broward County:
     Reviewed of Utility Field Operations and Practices resulting in a reduction in personnel of
     10%.

Marriott Corporation:
     Reviewed the Accounts Payable function for its National Guest Homes Division including
     the preparation of standard operations procedures.

Port of Palm Beach, Palm Beach County:
     Reviewed the spending for the Port Expansion to insure it complied with applicable law and
     policy.

Martin County:
     Lease Compliance Reviewed for the Martin County Golf and County Club.

Water and Sewer Utility, Washington, DC:
     Review of Water Billing function resulting a total revamp of operations, development of a
     strategic plan and the award of an "A" rating from Washingtonian Magazine.
